i hope someone can help so here goes; this is a school bullying issue and i want to find out how far you can delve behind a website address {ie: service provider or actual telephone number }

Depends.
Is the website a site that is hosted by the ISP under a user account, such as www.ISPNAME.com/members/~accountname? IF so, then you would probably need to contact the ISP for more information. However, unless the police are making the request in an investigation or a court order is involved, they will most likely not give out that information. However, if there is any type of hate speech on the site they will probably remove the site if they are aprised of the situation.
If the site is it's own domain (www.domainname.com) then you can do a whois lookup of the site. You can then find out who the domain is registered to and who is hosting the domin.
