Depends on what you want to do. My recommendation is to use RealPlayer or Windows Media for your streaming audio. RealPlayer distributes a free version of their encoder, but it does not allow you to stream live audio, only creat files and upload them to your site for later streaming onto a computer (requires your server support the Real Audio streaming codec). Windows Media's full version encoder is free (just google Windows Media Encoder) and allows you to do live streams of Video and Audio, provided your server supports the Windows Media codec for streaming. Pretty much all you have to do to insert an audio link into your site is to write an href to your audio file and then make sure your file is uploaded to the indicated location. With RealAudio you can do some cool stream master files that allow you to set up specific points within the audio that your file starts to play, specific cut-off points, html pages to load in the media window while your audio plays, etc., but if you want to get into that depth, I'd recommend you purchase RealMedia's Helix Producer Plus ($199 last time I checked). However, if all you want to do is embed a simple wav file into your website, you can do with the bgsound tag.
