a static IP is a permanent IP number. it will never change, and you will be the only one with it. You can give out your IP number like a phone number. This is good if you run some kind of server... of course this usually costs more money.

True, you can run your own webserver, ftp-server, mailserver, newsserver, etc.
But even with a dynamic ip-address you can run your own servers. You only need to subscribe to a dynamic dns-server wich will attach your ip-number to a domain name each time you ip-number changes.
Like zoddy said; your ip-number is like a phonenumber for other computers. A number is hard to remember though, so if you have a static ip-address or a dynamic ip-address, in both cases you probably would like to attach the number to a domain name.
Summary: its all in the router configuration. through it you can set the external ip address your ISP has assigned to you. also, you would probrobly have to set your web server to an internal static ip. Next...
