ok so a friend of mine is starting his own buisness and wants to buy his own domain name, and make a website whats the best hosting place with alot of tools and reasonable price..he doesnt know html or php so he will need help building it. any advice would be great.

There are companies out there that offer hosting templates, website builders, etc. But in all honesty, the sites look like they were created with a site builder or template.
If he wants a truly customized website that matches his business, and will market it well, he should have one professionally created.

if he wants to build it himself on the cheap, something like frontpage is a great program to start with and does not require you to know html (althoug it helps)
as for domain names, i have used www.namecheap.com which is very reasonably priced
for hosting, have a look at www.nemohosting.com
if he wants to build it himself, he needs to be prepared for a lot of hard work at starting a business site from the ground up is hard work as there is much to consider: design, number of pages, content, keywords, marketing, search engine optimization, . . .

I personally like GoDaddy.com as both a registrar and as a webhost. They give you complete control over your domain name including DNS and MX records. Support is very nice and quick to respond. Prices are very good for what's offered.
Another host I like is PowWeb.com. They have a great hosting package, but it does have a few limitations, for example there's a 25,000 file limit and the 5GB/day bandwidth is on a rolling scheme instead of day-to-day (most people won't notice these).
