Hi,
If you are on a network, then that would be the simple cause- you would need to set up 'port forwarding' on your router to forward the requests to your individual computer.

If you are not on a network, then you may have some security firewall set up which closes all ports other than regular HTTP, FTP, Email etc... I dont know the standard firewall that comes with Windows would block such requests, but its worth a try to disable it (if you dont know how, just do a search in help or online)

Lastly, I would recommend going into the setup file in Apache and taking note of the 'listening port' and then trying to enter your address (on another computer) with the port number added at the end- this may be the simple solution. (For example http://154.198.231.119:3000)

I have Apache running and the way to acces it is in this latter way (also by activating port forwarding on the router to make sure that the requests get through.) If you want to set yourself a proper domain name, then just have the address set to forward to your IP+port#. If you have a dynamic IP address you can always sign up to a free service which will forward a static url to your always changing ip address (there are several such services- just do a search)

Goo luck,
Larry

ok now it works, I just needed it to enable port forwarding, and open port 80 on my firewall, thanks Larry.
