Open the Publisher document with MS Publisher. Choose menu View --> Toolbars --> Web tools.
In the 'web tools'-toolbar choose 'Web preview'. Your browser will pop up and shows the document.
I dont know if the code generated by MS Publisher is viewable with all browsers. The code looks very blurry (like all MS generated html) and is quite large in size. But still is a quick method of converting your file easily.

I've never used Publisher, but other MS products have a "Save As Webpage" option.
Look under "File". If there isn't a "Save As WebPage" option, try "Save As" and look thru the filetypes for one that saves as ".html".
