PHP on IIS load time

CPU/Ram: dual 2.8Xeon/1 gig

I was trying to upgrade my php installation to version 5 from a former installshield install of 4.3.6 because I was trying to get my gd2 lib to work under IIS. After many unsucessful attempts at getting the GD2 library and the MySQL extension to load for php5 (ISAPI) i decided to restart the entire server. After I did that - IIS now serves any php content at an insanely slow speed or simply fails to load due to timeouts (both locally and remotely).
Even phpinfo does not load in a timely manner.

I dont know what to do - please help!
