This is something that I'm sure is possible because I've seen it done, but I can't find a tutorial.

My gaming site uses logos with the game submissions, they are 68x68 images with a white border making them up to 70x70

It's quite inpracticle to expect users to add the border themselves. What I would like is for them to upload the 68x68 image and have the border added automatically.

COuld anyone tell me how this is done, or maybe point me in the direction of a tutorial?

to manipulate images you need to look at GD

But in your case, can't you just put an HTML/CSS border on the shown image?
