I dont think this forum is suitable for explaining how to use and install PhpMyAdmin because that script has so many features and you dont have any php-background.
Perhaps you can search Google for a tutorial that will help you step-by-step how to set it up.
Like http://nuketutorials.com/phpmyadmin.html
many others can be found with Google (our best friend)
good luck

ok, now on part 2. i've read and understood all of that mumbo-jumbo, but now im hosting at geocities and i dont think they support php, and i think that was problem from the start. so does anyone know of a free webhosting service that allows people to use php? and if not, would someone PLEASE let me use their ftp or something for like 1 hour so i can get something sent back to me then just edit the files manually from there.

what im trying to do is host a game server, the php sends the files back to the server, then the server uses the files for creating accounts. i just need to have 1 account then i can manually edit the rest if i have to. so if you dont know of a free webhosting service that uses php, then please lemme use your ftp for like 10 mins or something. thanks

oh, or also. if nobody is willing to let me use their ftp, then can someone tell me if i can just use the php files via ethernet and instead of sending the files over the internet back to the server, they'd send them to me then i can send them to the server.

Why dont you just download a free webserver that PHP supports, install it and PHP and go from there?

Sord's solution is a good one. Barring that, just check Google's webhost directory and find one that has free PHP. There is an abundance of them that will probably work for what you've described. For anything more permanent or intense, you're far better off paying for one or setting up your own.
