Oracle 8.1.7 on Win 2003

I'm trying to install Oracle 8.1.7. Enterprise on Windows 2003 Server (I do not know if Oracle 8.1.7 supports Windows 2003 or not). It's not able to finish installation successfully. It stops when it tries to install/start Net8 configuration services. It simply hangs there and does nothing. When I stop that part of installation and try to create a new database (after starting Oracle services including the listner) -- it gives error message saying "TNS : Protocol Adapter Failed".
