Can you be more specific by what you mean by "Who"? You can't identify individuals if that is what you are looking at. You should check with your host. Typically they provide some interface to see statistics for your site which would contain useful information. There should also be logs created for your site that they may be able to provide.
There is no software that can do it (unless you are hosting the site yourself). But, you didn't provide enough information to provide a good answer.

as far as site uptime monitering is concerned, you can try siteuptime.com or montastic.com both of them are free and good.
