I'm looking to develop a website that hopefully will expand considering as it get more(or anyone) visiting it. I have little knowledge of web code but am willing to learn but I don't think I could handle the difficult stuff! I can't afford big software so I'm looking for freeware/open source alternatives that offer a lot of options or possible a plethora of small ones that do different things and that are user friendly to a novice/intermediate web designer.

For anyone to provide any good recommendations you need to specify what "kind" of site you have/will have.
Is it just static HTML pages or are the pages delivering real-time variable content (e.g. a database driven site such as this where posts are added and displayed dynamically). Even if you are not going to have a database driven site, if the site is expected to grow you should consider a site built with a scripting language (PHP, VBScript). It will make changes and additions much simpler. If you do go that route you will need to make sure the scripting language you choose is supported by your host.

I'm looking to hopefully eventually have something like a forum or even web chat(though that's probably too ambitious!). To start with though it'll be a fairly static site that'll be updated regularly. I realize later on I might need to work more with code but for the moment I was looking for something a little less complicated.

check out 'google gadgets' ... there is a huge amount of gadgets you can add to your web page
