If the music you are offering is not something you own the rights to, or is not available for free then I think you're out of luck.

If you're using commercial tracks published by commercial record companies then they would probably not let you do it for any price, the reason being is that it's too easy for others to copy music off your site.

In my case, my streaming site is password protected and only a few people have access to it. So, personally I don't see a problem with it. Of course, if the RIAA had their way, if someone was visiting my home and I was playing a CD I would either have to pay an additional licensing fee for that person or make them wear ear muffs.
