I'm working on creating a web page but it says I need an index.html file. How do I create one? What code is needed to make it work?

index.html is a defualt page. Servers are set up so that when a user types in a web address such as "http://www.yahoo.com" or "http://www.yahoo.com/images" the server will use the default page in the specified directory since no file was specified in the URL.
In most cases, the defualt page at the home directory is also the home page for the site. You just need to name your home page "index.html" and put it in the root directory for your site.
