HTML/Java - Moving footer on web page

Specs: Windows Vista

I'm not sure exactly what this is called so I didn't know what to search for if this topic has been brought up already.

I need to create a section, for lack of better terms, at the bottom of a web page so it stays in that one position as the viewer scrolls down the page. I'm guessing this involves javascript but it'd be great if it was something simpler than that.

Here's an example of what I'm looking for

At the bottom it says "Copyright 2009-2010 Mojang Specifications.", and this section follows the page view as it is scrolled. This is what I'm trying to achieve. Any help or just letting me know what this is called would be greatly appreciated.

It's called fixed positioning, and it doesn't work properly in IE w/o a hack -
