Say i have a site about microsoft windows tweaks, ok? now what happens when a user reads all that i have? they wont be back. I was thinking of offering a "build your own tweak" kind of site? i see lots of people who just make simple pages to list their tweaks to help other people. This would all be free and I would offer templates for them to use or make their own.
what i want to know is this a stupid idea? are there really enough people out there who would want to do this? i need something so people will comeback. Forums while are an option are way over done plus theres about a billion other tweak fourms out there. I cant give the url for my site because last time i did it got deleted but in short what i would be offering is what tripod or geocities offer but this free web space would only be for people who want to list tweaks or even computer articles etc

The main problem I see with that idea is adminstration. If people are allowed to submit their own tweaks you would either have to allow them to post them without approval or someone (read you) would have to approve them.
With no approval you run a couple of risks. People could post anything they want including offensive text or even malicious code that will screw up their computer.
With an approval system it could take up a lot of your time. And, how would you check a submission? Do you really want to test every tweak submitted to verify that it does what it says it does?

- daily cartoon
- daily poll
- daily rss news feeds on windows/IT
and so on...

I think a better idea was if you just created one of these web sites yourself, rather than offering the service to others.
Anyone could read the tweaks in each category. Users could register, post their own tweaks and rate other tweaks, say from one to five stars.
Then you could have some code that pruned tweaks with an average rating below or equal to one star, or something similar.
The home page could list the various categories, much like a discussion board system, and it could have new/featured tweaks at the top.
It would be even more nifty if users could edit other users' tweaks, much like a wiki system.
This could be coded in PHP with a MySQL or SQLite database with basic knowledge quite easily.

jamesgreenwood, thanks a bunch for the ideas going to implent as many as I can. So really we are talking about a "web 2.0" type of site right?

I'm no lawyer, but it wouldn't be a bad idea to have a good disclaimer. But, all it would take is one bad incident to make your site something people will try and avoid. From my perspective, if I was going to a tweaking site I would want to feel fairly confident that it is ALL on the up and up.

Unless the site has a lot of knowledge, it sounds a waste of time as:
a) Clever people google for a specific answer a lot, and arn't likey to use one site unless it has a LOT of answers
b) Not so clever people will need a simple site with clear instructions well written. If users are submitting stuff, it will be difficult to maintain consistancy in the quality and quantity of their submissions.Not saying its a bad idea, just need to think clearly who your aiming this at, whether it's already been done and what already exists (and on the Internet, most things already do).
