I'm creating a web page with Dreamweaver MX. I have some scans of a magazine that I have embedded in a web page. The problem is that the text is a bit small. I want to figure out a way to be able to zoom certain parts of the scan with a mouse over. Any ideas?

If you are talking about enlarging the text to be able to read it, 1 clean simple solution would be the use of alt tags. in MX in the properties box the is a spot to place the alt text. Just rewrite what is says in the small text. When a user mouses over the area the text will appear in a lil popup, and they can read it that way.
Or you can use swap image behavior in MX to swap it with a larger portion of the image.
