I'm not sure which Forum to ask this question to. When I open a web page that has music as part of it, it there a way to save the music to a file?

If it is a WAV (or MIDI) file, then it should already be in your browser cache.

The problem is usually getting it out of the cache. My younger brother was telling me of a site he found that would allow you to enter in a url of a webpage. The script would then scan the webpage for embed tags (I would imagine anyway) and then it would download the video/music to your computer. Might be what your looking for. I have never seen it though so maybe if you google it.
Developers have a sense of humour, it's just commented out.

Much depends on the browser (there are a few y'know), but retrieving files from IE's TIF cache is straightforward if you use something other than the Windows Explorer file manager (such as Total Commander)
