How to display detailed PHP errors?

Microsoft Windows vista business w/ sp1...

Specs: Windows Vista, 2GB
I'm testing some php files on my development server and when there is an error I get: HTTP Error 500.0 - Internal Server Error
The page cannot be displayed because an internal server error has occurred.
It does not tell me any details like what line of the file is causing the error. How can I get this to show up? I'm running it on IIS 7 on Vista. I installed PHP in C:\Program Files\PHP and this is the location from where IIS is getting the php-cgi.exe file. I checked the php.ini file inside C:\Program Files\PHP and
error_reporting = E_ALL & E_STRICT
display_errors = On
display_startup_errors = On
What else do I need to check or change to start seeing detailed error messages?

Hi, have you tried disabling friendly error messages? Try this..Go to: IE Go to Tools, Internet Options, Advanced tab. From here, clear the 'Show friendly HTTP error messages' check box.

I found out why it didn't display messages. The editor I used to modify the php.ini file, Notepad++, was not saving the changes. Maybe it did not have correct permission set for that file or it is a bug, but after using Notepad and saving the changes everything works now.
