How To Create Webpage very Graphica

Guys I am totally inspired with the layout of this webpage http://www.arabia.com/index.cgi/english Now the problem is what program should i use to create such an excellent graphics+web. I have tried Dreamweaver+FrontPage but couldnt find any thing special.Then I tried Photoshop CS but still problem with the slicing. I suggest you guys to check this page's layout and reply me the best program to create such a graphical interface. Fozzi
