my server for my site doesnt support php however it does cgi......Is cgi similar in the means of creating forums and such? If so, can someone please link me to some tutorials. If not, please link me to hosting servers that support PHP. I really want to create customer forums.

I've never heard of a host allowing CGI but not PHP. Very strange.

You can use perl, which is usually associated with CGI, to create forums. It's not the most popular way, but it will work fine.

I would recommend switching hosts. Search this forum for various recommendations. I use hostforweb.com and I've been very happy with them for a little over a year now.
