Is there any way to get semi-transparencey with .gifs? Ideally using photoshop or fireworks. I'd use pngs but there's the whole IE isssue.

No, that would be the a huge advantage of PNG. There are some hacks to use alpha channel PNG's in IE. They are cleaner than they used to be, as I understand.
Many times, you can fake a transparency effect and it just requires more positioning. I have usually been able to get around this.
