Hello everyone! I currently have a linux server running
as an FTP server. I have it installed with quotas so I
can manage the size of space allowed to be used by
certain users and groups.

Here is want I want to achieve with this. I want to
make it where I have a website with an admin panel
that will allow me to create users along with a set
/home folder that they can upload to or download
from. And on top of that I want it to where they cannot
or modify any folders but their own. I also want them
to be able to log into their ftp site via my website and
have a program that allows them to upload, edit,
modify, and download their files.

So I guess my question is does anyone know of any
software I can get or any script of any kind that will
allow me to accomplish this? I prefer opensource but
if I need to by the software then I am fine with that.

Well, if you're using linux, the built in POSIX permissions should apply to the FTP server, so you'd just setup each user in their own group, and chmod everything to 700, and set the umask on the FTP daemon to 077 or similar to only allow read/write by the owner.

I haven't personally used any web hosting control panel software (except cPanel), you might try something on this list:
