Ftp error

I have been working diligently for the past four days trying, through process of elimination, to put my files to a website I am building for a friend. I am fairly new to this, but have successfully created 8 different websites. One of which is through the same host. So why then am I receiving this message when I try to put my friends files to her site? I checked my settings against my other sites, everything looks good. I've called the host repeatedly, they say it's a Dreamweaver problem. Any suggestions? The error code is below.
error occurred - An FTP error occurred - Access denied. The file may not exist, or there could be a permission problem. Make sure you have proper authorization on the server and the server is properly configured. <-------

Hi, have you tried using the 'Passive mode' in Dreamweaver's FTP settings and make sure that port 21 is not blocked on your ISPConfig settings? Also check the username/pswd for the site.

You can also try to check with your hosting company that you have enough space for your cPanel. Also check with the hosting that the SSH/SFTP host key has not changed which can happen if the server has changed.

In my case working on a windows 7 system the solution was to right click on my web sites folder and chose Properties and then the Sharing tab and specify who i want to share it with. In this case myself as "Owner"...
