In order to do that you would need a very large upload speed and most ISP's wont allow it... Have you looked into free web hosting on the internet.....I dare say that if you were to go to google and do a search that you would be buried in all that there is to read and do to get it done....You could post back and be a bit more descriptive of what it is you are trying to set up and do ?
