Creating Menus with Frontpage 2003

It is my first time to build a website using frontpage 2003.Now, I am tring to create a menu bar when the which have dropdow list when you put the cursor on it.
Does anyone know where I can get a menu maker that is either free or cheap but either way easy to use. I am not coder. any resource will be helpful. Or easy to use step by step instructions.

there are a lot of free script sites that would offer what you want in dhtml or in javascript

do a google search on "free script" or "free javascript"
