Creating a database and Tables within

Me and my buddy have bought a domain name, web space, and all the other goodies through Godaddy. we see that we are offered an SQL database also. I have taken an SQL class in the past but setting it up through HTML seems to be different. Can I somehow connect to this database directly? Like without having to connect to it through an HTML view? And will that allow me to manipulate this database the same way I have used before ? Can anyone suggest some programs or applications I can install (freeware) To connect to this mySQL database? Learning in progress..........
