If you are talking about animated images for the web, they would be animated gifs or flash. How much they cost? That's liek saying how much would it cost for someone to paint you a picture. How big is it, what is it of, quality, etc.
If you want to create the animation yourself, then you just need to get the software. Price ranges from $0 to $100 typically.
