convert jpg to html

Specs: Macintosh OSX 10.4.11, 2 gb ram
I have an Imac operating with mac os x 10.4.11. I have a client that wants me to design a 3 page newsletter and provide it in html. I don't know how to write code, can I set up the pages one by one in photoshop (CS3) flatten and somehow convert to html? Thank you for your help! Kristen

When I first saw the title of your post I was thinking you wanted to encode JPG's into HTML using Base64.

If they said write it up in HTML and your doing it in photo-shop then they will not be best pleased when they want to edit the newsletter and find they cant, because its been converted from an image!
