Content not lining up in frames

Im creating a web page using frames. Im keeping the logo and navigation static at the top of the page in a top frame with the main content in the frame below which will obviously scroll down. Ive got this problem which Ive never had before and I have a mental block!
Im using tables to put the content in, and when I view the frameset page, the content in the two frames don't line up, even though I used the same table layout for each frame, but obviously just changed the content. So for example I have my top.htm and main.htm, all content in a centered table, and when I view the frameset the stuff in the bottom frame appears about 20 pixels or so to the left instead of in line with the top, if you see what I mean. Whats causing it? Im sure its a simple little thing but I can't think what.

Ok It seems to be the scrollbar! I changed the main frame to no scrolling and it was ok, but surely that shouldn't be the case, it never has been before as far as I remember.

yes, you saw it yourself :p
I don't know if there's a way to force showing some greyed scrollbar on the topframe... maybe someone will tell you later...
but if I were you, I'll just change the whole layout... I think it's too risky to "connect" those content in different frames...
or you might try using an iframe instead, setting only a single page, the centered top table placed on top, and put a centered iframe below it...

Just sorted it. For some reason in the code the top frame was set to NO scrolling at all and the main frame was set to AUTO scrolling, for scrolling when needed. I set the top frame to AUTO as well and that has solved the problem. Doh!
