I need to change a couple things on a buddies web page (need to change prices), have never do it before. He has MS Publisher 2003 on his system, is it possible to do it with this program and how?

Not knowing how the prices are generated, it's impossible to answer. If the prices are hard coded into the pages themselves then the answer would most likely be yes. If the prices are populated from a database, the answer is probably no.
