i think your file associations are wrong in windows. try to open your file with Internet Explorer instead of double clicking on the html file.

right click your file,and choose "open with" -> "choose program".Then,select "Internet Explorer" to open your html file.

you'd better choose "always use the selected program to open this kind of file".
