Yes you can. "Dedicated server" is a generic term. Do you want to run a game server (eg, Call of Duty 4), a web server (to host web sites), a ftp server (to host files).....

Yes you can but...
You will probably need more bandwidth than you currently have. Even with a high speed connection most residential accounts have a much lower cap on outbound traffic. You will need high bandwidth incomming and outgoing. That will usually require a business connection (i.e. more $$$). Also with a residential account many ISPs do not allow you to run servers (game, web, ftp, etc).
So your first step is to find out the details of your account. Does it allow you to run a server? Does it have the necessary bandwidth (in both directions). If all that is good, then you simply need to get the dedicated server installation for whatever game you want to run. However, many/most do not come with a lot of good support material and can be a bit technical to set up.

I happened to run a MoH dedicated on my own computer. With an about 1 Mb/s upload bandwidth, I was able to host 10 players with no lag.
