animate .jpeg in Dreamweaver MX

I'm new to this software and what I want to do I can achieve with a .gif file or text - but not with a .jpeg or .png file.
I'm using the Timeline and keyframes to animate layers. As I said, I can have a .gif or text jump around the page but when I have inserted a .jpeg or .png pic into the Layer, it is not responsive to the keyframes.
What I want to happen on this page is for somebody's head (on which I used the magnetic lassoo in PHotoshop and saved as a .jpeg file) to bounce onto the page before it comes to rest.
Does anyone know why I cannot animate a photo-type file?
