Adobe Premiere PIP choppy

I am creating a movie in adobe premiere. The opening screen needs to have 4 movies playing in it at the same time, like picture in picture. I have the 4 movies on 4 different video lines and a background image on a 5th line in premiere. All of the movies play choppy except for whatever movie is on line 2. If I take a movie from line 5(where it played choppy) and move it to line 2(where a movie plays fine), the movie plays good.
I can put any movie on line 2 and it runs good. Any other line, it runs bad.
Setup ------- line 1 - background image line 2 - good movie line 3 - choppy movie line 4 - choppy movie line 5 - choppy movie line 6 - choppy movie
I also have a song playing in the background. Any ideas?
