Is there a software program that traffic sites use to offer people targeted visitors, hits and traffic at $49 a clip?

OK, I lied here's another question. How are they able to offer 10000 visitors to a website?

I'm interested in offering this service on my site without going through an affiliate.

So then your site and/or domain becomes affiliated with the spammers. Kewl way to hike the hit count... not! Stop looking for the easy ride, it doesn't exist.

To get good counts you need high quality content and presentation so people want to visit. You can't "drive" people towards your site, but you can certainly drive them away by getting it wrong.
