What is a good program to create images for the web page? I want to be able to create "glossy" or "transaprant" images. I am currently using Photoshop 7, but sometime I still couldn't create a transparent image that I want.

Photoshop and Paint Shop Pro are the 2 most common applications for creating still images, unless you fancy Adobe Illustrator. Photoshop and PSP are very similar so if you're used to one there's no point changing to the other. there are a lot of plug-ins for Photoshop that may help, I would search for one of these rather than change applications.

you mean transparent background? I don't know if I really got your question. but this might help. anyway, use save for web, then settings, then select png-24, then click transparency box.
