unix (tar stack not dumped error)

I am trying to backup a directory on a tape drive. This is the input I enter at the dcdadmin prompt $:
tar -cvf /dev/rmt/0m /opt/backup/backup y2003m03d26.1949
this is what I get in return:
tar: cannot stat y2003m03d28.1949 not dumped

It's hard to tell, but I can say that

y2003m03d26.1949

is not:

y2003m03d28.1949

Are /opt/backup/backup and y2003m03d26.1949 readable files?
