setting folder permissions

I am having difficulty setting the read/write/execute permissions for a folder on my server. I have chmod 755 both the folder, and the file within it. The file appears only when using a direct URL. Linking to the folder only brings a "forbidden" message. Any replies as to how to view the contents of the folder would be helpful.
