Root Password Deactivation

I have a problem with my root login accout getting deactivated once several attempts to login are failed. Is there somewhere where it deactivates your login if you try several times to login with an invalid password? I have looked in the /etc/passwd file, but see nothing there nor the .profile. Any suggestions? I just dont want to have my root account locked or deactivated.

Some unix systems allow you to login into console
with warnings.Or Check your TCB (Trusted Computing
Base) and modify your security policies thru your
system admin tool.
