Is there a command to get the name of the current working directory, not the absolute path to the working directory?

Use the external basename command or if you are using ksh or bash, use the pattern matching construct:

#!/bin/ksh

# method 1
v=`pwd`
v=`basename $v`
echo $v

# method 2
function my_basename {
typeset v

v=${1##*/}
echo $v
}

v=$(pwd)
v=$(my_basename $v)
echo $v
