If I understand your question correctly:

echo "usuarios conectados a m_based:" `netstat -a | grep m_based | wc -l`

Notice that the double quotes around the title and the backward single quotes around the commands, without a | between.

Also, notice that "wc -l" does the same as "wc | cut -c 1-10"
