Cannot telnet to Unix Box

Hi - Newbie here. Can gain access from unix box to the internet but however cannot telnet to unix box from windows client or telnet within unix box itself, i.e. localhost or 127.0.0.1. I would get connection actively refused by port. I have a Linksys firewall which I have opened up the port 23 on that local IP address. In /etc/services, telnet services is there. In /etc/hosts, there is also a telnet entry. What have I missed in configuring the unix box? Please help -- Newbie! Thanks a bunch!
