bandwidth shaping

Hi,
This PC is a network server and I need to set bandwidth shaping up. I use bpf as a firewall software, and I have done all the settings in /etc/pf.conf but nothing happens. everyone sucks exactly how much it wants from the bandwidth.
DId I miss something here? Like "in that version bfp badnwidthc control doesn't work"?

You cam make a bw shaping with ipfw queues or ALTQ ported in. Or try 6.0-Release. ALTQ is already in kernel.
