Why not? If I owned a company worth ~2 billion bucks, I'd probably go public too; also a pretty easy way to get folks like Microsoft, social networking sites, and so forth interested in a purchase of Skype.

I have been using skype since day one. It is the best in chat that google yahoo, AIM or any others have to offer. To be able to talk internationally for free is awsome as I have been able to stay in touch with some life long friends that are stationed all over the world., Video conferencing for free the whole nine yards.
I hate to think that it is up for sale, as with all such programs the new purchaser will end up making the stupidest changes and ruin the program.

They should spin it out if:

- Internet phone and chat is not the type of service that eBay can be #1 or #2 in that market sector

- They need immediate cash to sustain or supplement their core business

- Running Skype is not synergistic with eBay's future corporate strategy and core competencies
