The accounts are for uucp "unix to unix copy"
uucp is a file transfer suite. It was the no 1 auto file transfer/remote copy before we had networks and ftp.
It can be setup to send/rcv only or both via the net using tcp or via dialup. Transfers can be on-demand or a preset time.

The account is used as a login by the host that is sending you files.

You will note that the shell used in the password file is actually the copy program. uucico "unix to unix copy in copy out"
