Traffic shaping under Solaris 9

I'd like to implement traffic shaping under Solaris 9 using ipqos. Unlike old Bandwidth manager available for Solaris 8, ipqos doesn't seem to shape traffic, it only marks packets acording to the policy, as I understand from the comparison chart here here: wwws.sun.com/software/whitepapers/solaris9/ipqoswp.pdf But there's no Bandwidth manager for Solaris 9, they discontinue it. In ipqos manual they suggest using a diffserv-aware router. Does it mean Sun does not provide any software to shape traffic on the system itself any more?
