Telnet is not working

In my sparc machine , Telnet is not working , so I checked the inetd process , it was not up, so i tried to restart the inetd,while restarting it gives error about telnet service " telnet address already in use ".Then i check the port by using the command "lsof -i tcp:23",but it displays nothing .After i checked the netstat output by "netstat -a | grep telnet" , it shows some ports are bound . So i think , because of the above bounded ports i couldn't start the telnet service. I need some solution except rebooting the machine.
