Solaris Failed logins, then Lockout

On a Sun Blade 1000 running Solaris 8, is it possible to lock a user out after, say, three failed attempts at logging into the system at the Welcome to login screen with the Sun Microsystems logo on the right?

vi /etc/default/login
# RETRIES determines the number of failed logins that will be # allowed before login exits. # #RETRIES=5

Resetting the RETRIES variable in /etc/default/login does not do it. Once again, I'm trying to find a way to lock out a user at the Welcome to login screen with the Sun logo on the right.
