Solaris 10 DNS Issue

I'm trying to get the DNS client on Sol10 to reference the /etc/hosts file. The nsswitch.conf is set up for files dns, but it keeps looking for a server and will not time out. renaming the resolv.conf so it can't be accessed still gets me a timeout when doing a lookup to an entry in the hosts file. Any ideas? Thanks.
